By Friday 28 August 2026, three days after a glacier collapsed on the Nepal–Tibet frontier, the confirmed death toll in Nepal had moved again. Reuters, filing from Nuwakot, said Wednesday’s flood had killed 489 people in Nepal and five in China’s Tibet, with almost 1,000 more missing in the two countries. The BBC’s live file the same day carried the same Nepal figure from police and the same five deaths in Tibet from Chinese state media. Those are the latest numbers this newsroom can stand behind. They are not the only numbers still circulating, and they are not a joint official total.

Earlier on Friday, Nepal Police had put the Nepal death toll at 469. That briefing went out through Reuters at first light, then through ABC News (updated 1:47 p.m. Australian time, 04:47 BST), Channel News Asia (updated 4:02 p.m. Singapore time, 09:02 BST) and The Guardian’s live blog (04:49 EDT, 09:49 BST). The BBC had an intermediate police update of 475 dead as of 09:00 Nepal time (03:15 BST). The jump from 469 to 489 is the ordinary, grim arithmetic of a river search: more recoveries downstream, not a second disaster. It is also a reminder not to freeze a morning figure and call it the story.

Helicopter crews working the Rasuwa stretch of the Kathmandu–Lhasa corridor were ordered down on Friday when a barrier lake — water ponded behind landslide debris — began to overflow. Ground teams were told to pull back for about 90 minutes. People in Bidur ran for higher ground when a siren sounded, Reuters witnesses said. Then Nepal’s army said the pause was over. In Tibet, China had already pulled crews off the Gyirong epicentre; later on Friday, state media said the lake risk was “gradually decreasing” and that rescues were moving again. Kathmandu, asked whether it wanted foreign search-and-rescue teams, said no.

The Friday death tolls still do not match

There is no single Nepal–China death toll. Reuters and the BBC, on Friday afternoon in London time, are the highest confirmed Nepal figure: 489. Chinese state broadcaster CCTV, cited by Reuters, the BBC and The Guardian, said five people had died in Tibet and that 558 remained missing there as of 3 p.m. Beijing time (8 a.m. BST). ABC and CNA, working from earlier Friday copy, still had three dead in Tibet. Adding 489 and five produces 494. No government has issued that combined number, so it should not be treated as official.

The missing columns are wider still. Reuters, ABC and CNA all used “almost 1,000” or “nearly 1,000” for Nepal and Tibet together. CNA, citing Nepal Police, broke that into 910 missing inside Nepal, including 517 foreign tourists, plus 100 Chinese citizens missing in Nepal who were not in that tally, and 558 missing in Tibet, 260 of them foreigners. Reuters separately said at least 540 of those missing are foreigners. The Guardian’s live blog, running through Friday morning BST, still said more than 1,500 were missing. Indian outlets quoting the Ministry of External Affairs have used 1,468 missing across both sides, including about 290 Indians. Those lists almost certainly overlap at the border. They are not a census.

Nepal Police, in figures carried by Indian media on Friday, said bodies had been recovered far down the Trishuli system — including 178 in Chitwan, 110 in Nawalparasi East, 44 in Gorkha, 37 in Nuwakot, 33 in Dhading, and 12 in Rasuwa itself, the district where the flood first hit. The pattern is the one rescuers described to the BBC: the majority of recoveries are not at the glacier, but where the river slows on the plains.

Rescue counts also do not match yet. ABC, citing Nepal Police, said 466 people had been rescued, including more than 30 foreign citizens named by the tourism board from India, South Korea and the United States. The BBC, quoting Brigadier General Rajaram Basnet of the Nepal Army at a helicopter pad in Trishuli, said 900 people had been brought out of Rasuwa and Nuwakot, including 119 foreign nationals, 92 of them Indian, and that all 900 were injured and in hospital. Those may be different ledgers — police versus army, “rescued” versus “in treatment” — but readers should not be told they are the same list.

UNICEF said at least 17,000 children had been affected in Rasuwa and Dhading, with 18 schools destroyed and 20 damaged. The International Federation of Red Cross and Red Crescent Societies, The Guardian reported, estimated about 93,000 people might have been affected and launched a $31 million emergency appeal. UN humanitarian chief Tom Fletcher said $2 million had been released from the Central Emergency Response Fund for medical care, shelter and water.

Rasuwa helicopter rescues were halted by a barrier lake

Because the first flood left a second one possible. Debris from Wednesday’s collapse dammed the river near the border. Water collected behind that plug. Nepal’s National Disaster Risk Reduction and Management Authority warned that the lake was rising and at risk of bursting, and told rescue workers and residents to stay off the riverbanks. China’s Ministry of Water Resources said the lake was already overflowing and that about 3 million cubic metres of water was expected to flow into it over three days. CCTV put the volume at an estimated 2.5 million cubic metres by Friday and said peak flow could come around 1 September. CNA quoted ministry hydrologist Zhu Jinfeng: “The volume of water is continuing to increase, and so is the risk.”

On Friday morning, Nepal Police issued an alert that a water dam had “breached on the Tibetan side” and told security personnel, rescue workers and the public to move to safety. Narendra Pariyar, Rasuwa’s most senior bureaucrat, told Reuters the district had received notice that the lake had broken its banks. “We can see that the level of water in the river is rising,” he said. He did not know how high. Helicopter work in Rasuwa stopped. Reuters saw residents running uphill with what they could carry. Shanti Tamang, 40, told the agency the Bidur siren went off. “Everyone started saying ‘run’, so I ran. I was very scared.”

The halt was short. An army officer told Reuters operations were suspended for 90 minutes and then resumed. The Guardian, updating at 04:49 EDT (09:49 BST), said Nepalese authorities had restarted the search after the overflow pause. That is the operational picture as of Friday: not a permanent grounding, but a corridor where crews can be ordered out of the air with little notice.

China’s sequence ran in parallel. CCTV said overflowing water forced all rescue personnel and vehicles to withdraw from the Gyirong epicentre. Hours later the same broadcaster said overflow had stopped, water was “flowing out naturally, with the outflow discharge exceeding the inflow discharge,” and that compared with the high level in the early hours of 27 August the lake had dropped by about 10 metres. AFP, cited by The Guardian, quoted state media saying the risks were “gradually decreasing” and that rescue work was “proceeding in an orderly manner.” It was not immediately clear, The Guardian noted, whether that lake was the same debris dam Nepal Police had described as breached.

Qianggong Zhang, who leads climate and environmental risk work at the International Centre for Integrated Mountain Development in Kathmandu, told CNA that with a blockage still lodged on the border river, a second flood remained possible. Austin Lord, Nepal lead at the Stimson Center, told ABC the natural dam had not yet fully given way and that more water would travel faster if it did. The monsoon has not finished. Saturated slopes can still fail.

Wednesday’s flood on the Kathmandu–Lhasa corridor

The United States Geological Survey said the disaster was a glacial collapse, not the magnitude-4.4 earthquake that first appeared on some feeds. Seismic records, the USGS said, matched a glacier failure and debris flow. Scientists who spoke to the BBC placed the collapse in the Langtang Himal, near Langtang Lirung, on the Nepal side of the high divide. Ice and rock fell into the Lhende Khola (Lende), a tributary that feeds the Bhote Koshi and then the Trishuli. Downstream gauges, where they survived, recorded water rising seven to nine metres within about 30 minutes.

The surge followed the road and river that tie Kathmandu to Lhasa: through Rasuwagadhi and Gyirong Port, then south through Timure, Syabrubesi, Dhunche, Mailung, Betrawati and Trishuli. CNA, citing environmental historian Ruth Gamble of La Trobe University, said the rush of mud and debris travelled nearly 170 kilometres into Nepal. Gyirong Port, the working crossing for trade and for pilgrims going on to Mount Kailash, was destroyed. The Nepal Electricity Authority said six major hydropower and transmission sites were damaged, taking about 431 megawatts off the grid, with further projects under construction also hit. Dozens of bridges and about 40 kilometres of road were torn out, The Guardian reported. More than 300 vehicles waiting at the Rasuwagadhi customs yard were swept away, according to Nepali accounts of the same stretch.

Prime Minister Balendra Shah, often called Balen, toured hard-hit ground on Thursday and told ministers to speed up rescue, keep health care free for the injured, and get aid to families. ABC said more than 13,000 personnel from the army, police and armed police were deployed. The army told the BBC it had sent helicopters to a hydropower tunnel at Trishuli 3A, where about 100 people were feared trapped. David Fisher of the Red Cross in Kathmandu told ABC that many communities were reachable only by air: roads cut, power out, mobile networks down.

This newsroom is not going to dress the geology as a simple climate parable. Scientists have said warming and thawing mountain ice raise the odds of glacier collapses and glacial-lake floods. They have not, in the Friday wires, issued an attribution study that pins Wednesday’s specific failure on a quantified share of climate change. The USGS cause — glacier collapse and debris flow — is the fact that matters for the search.

The missing, including the foreigners

The missing are both a humanitarian emergency and a consular one. Reuters said at least 540 of those unaccounted for are foreigners, many of them Hindu pilgrims travelling toward Mount Kailash and Lake Manasarovar. CNA put foreigners among the missing at “at least 540” and said Nepal Police listed 517 foreign tourists out of contact inside Nepal. The BBC said the government had published 537 names, dates of birth and nationalities. On that list, Indians are the largest named group — 178 — followed by 65 Americans, 53 Ukrainians, 51 Malaysians, and 33 each from Australia and the United Kingdom. Other countries named by the tourism board, CNA said, include Britain, Malaysia, the Netherlands, Portugal, South Africa and South Korea.

Those snapshots do not all describe the same hour. ABC, later on Friday, said at least 39 Australians remained unaccounted for, including families on a Himalayan Glacier tour in the Langtang Valley and pilgrims linked to the Isha Foundation who lost contact while clearing immigration on the Chinese side. Foreign Minister Penny Wong told ABC there was an “unfortunate possibility” that number could rise, and that Australia would send a A$5 million package and extra staff to Kathmandu. India’s Ministry of External Affairs, as carried by Indian outlets, has been tracing about 290 nationals across Nepal and Tibet, a larger figure than the 178 names on Nepal’s Friday tourist list — consistent with pilgrims who were already on the Chinese side of Gyirong. The United States said 90 of its citizens were out of contact, CNA reported, a higher figure than the 65 on the BBC’s named list. Families should treat every nationality total as a working number, not a closed roll.

Beijing said 100 Chinese citizens were missing in Nepal, on top of the Tibet-side count. South Korea said nine of its nationals working at a hydropower site were missing and 10 were stranded; a Korean rapid-response team is already in Kathmandu but has not been deployed. In Kathmandu, Tribhuvan Teaching Hospital has become a noticeboard: printed names of patients, photographs of the missing, relatives waiting at the gate. That is where the story is for hundreds of households tonight — not on a map, but on a sheet of paper that has not yet gained a tick.

Nepal has declined foreign search-and-rescue teams

Because Kathmandu has chosen to keep the search under its own security agencies. On Friday, foreign ministry spokesperson Lok Bahadur Chhetri told Reuters: “The offer for help is natural. Our security agencies are doing the search and rescue operation. For now we don’t require such help.” The Kathmandu Post reported that India, China, the United States, Britain, Japan, South Korea, Sri Lanka and Bangladesh had asked to send teams, and that India’s request to deploy the National Disaster Response Force was declined. Seoul said it would keep negotiating; its team is on the ground and idle. President Donald Trump said the United States had told Nepali leaders it would provide “anything they want.” Nepal’s answer, for SAR at least, is that it does not want that.

Officials have pointed, in Nepali reporting, to the confusion of uncoordinated foreign teams after the 2015 earthquake. The government wants cash and materiel through a one-door channel into the Prime Minister’s Relief Fund, not parallel rescue commands in a smashed river valley. India has still flown in tens of tonnes of relief supplies and offered Bailey bridges. Australia is sending money and diplomats. The UN and Red Cross are raising funds. None of that is the same as handing a foreign SAR column a sector of Rasuwa.

Whether that decision holds if the missing lists stop moving is a political question for next week. On Friday it is government policy, stated on the record.

China, the barrier lake, and what happens next

Two messages have come out of Tibet on Friday, hours apart, and both can be true. The first was alarm: overflow, crews pulled back, high risk of a breach, another 3 million cubic metres expected. The second was that the overflow had eased, the water level was down about 10 metres from Thursday’s peak, outflow exceeded inflow, and the risk was “gradually decreasing.” President Xi Jinping chaired a Politburo session, Xinhua said, ordering search plans for missing Chinese and foreign nationals, stronger watches on glacier lakes and landslides, emergency aid to Nepal, and international disaster cooperation. Premier Li Qiang had already visited Gyirong on Thursday. About 800 emergency workers, sniffer dogs and boats were mobilised on the Chinese side, Xinhua reported.

On the Nepal side the next 48 hours are a race against weather and against lists. Helicopters are landing at army barracks in Trishuli with survivors. Relatives wait at the gates. The army says rain is making flying harder. Roads and bridges are gone, so anything that is not flown in walks or waits. NDRRMA’s instruction still stands: stay off the riverbanks until the lake is no longer a threat. Monsoon rain is forecast into next week. A second surge is not a rumour; it is the scenario both capitals spent Friday morning planning against.

The death toll will rise from 489 if recoveries continue, and it may be reported as 469 for hours yet on outlets that have not refreshed. Readers should keep the source and the timestamp on every figure. As of Friday 28 August 2026, the latest wire-service Nepal total is 489 dead, Reuters and the BBC; the latest Tibet total is five dead, Chinese state media; the missing are about 1,000 on Reuters, ABC and CNA, and higher on The Guardian; more than 500 of them are foreigners, with Indians the largest named group; Rasuwa’s helicopters were grounded by an overflowing barrier lake and then sent back up; and Nepal has said, clearly, that it does not need foreign SAR.
