On Tuesday 1 September 2026, a little after half past four in the London afternoon, Germany’s interior and foreign ministers walked into a Berlin briefing room and ended four weeks of studied vagueness. Interior Minister Alexander Dobrindt said police work, the method of the 4 August attempt, and intelligence reporting now prove that Russian state agencies ran an explosives-laden drone plot at Leipzig/Halle Airport — a freight field that moves NATO cargo and Ukrainian airlift. He raised Germany’s national threat assessment from “general” to “high.” Beside him, Foreign Minister Johann Wadephul ordered the Russian consulate in Bonn closed, cancelled the contract for the Russian House in Berlin, and summoned ambassador Sergei Nechayev. Moscow’s spokeswoman, Maria Zakharova, promised a “mirror-image” reply. NATO Secretary General Mark Rutte, European Commission President Ursula von der Leyen, and UK Prime Minister Andy Burnham lined up behind Berlin. As Tuesday evening wore on, the ambassador’s visit, the consulate clock, and the EU diary were all still in motion.

Police work, method, and a name Berlin would not say in August

Dobrindt’s attribution was a three-part sentence, not a leak. Taken together, he said, the police investigations, the pattern of the job, and the intelligence picture prove Russian responsibility for the attempted attack. He told reporters that the drone’s configuration, its parts, the explosives and the detonator were “known to us from other Russian hybrid operations and its war against Ukraine.” The planning, in his telling, showed a high degree of technical skill. The people who appear to have carried it out look, by contrast, like low-level agents. Intelligence, he added, points to people who acted on behalf of Russian state entities. He did not name a service.

That last gap matters because it is the difference between a political finding and an indictment. The Federal Prosecutor’s Office still holds the criminal file — suspected attempted causing of an explosion, and dangerous interference with air traffic — and when CNN asked for comment on Tuesday it declined, citing an investigation that is not finished. For most of August the government would say only that “foreign powers” might be involved. American officials had already told U.S. media they assessed a Russian intelligence service and that the charge was military-grade. Bild and other German outlets spent the morning of 1 September reporting that Berlin was about to make the same call. The ministers’ job at the lectern was to say it on the record, in a form that could travel to an ambassador, a consulate, and an EU listing.

Dobrindt also refused to treat 4 August as a one-off. Leipzig, he said, has to be read with other hybrid actions. Germany should assume it will be targeted again. There is, in the government’s view, a willingness to use that toolbox to cause greater damage. The language is the language of a security service that thinks the next attempt is a planning assumption, not a shock.

From “general” to “high,” without calling it a war

The threat-ladder move is the domestic half of the same decision. Dobrindt lifted Germany’s assessment from “general” to “high.” He reached for a line he has used since the summer and sharpened it for the cameras: Germany is not at war, but it is a daily target of hybrid attacks. The response, he said, would be proportionate and measured — and resolute.

That pairing is the politics. A chancellor’s party that spent last week warning that people who carry out hostile acts against Germany would “pay a price” now has a public attribution to hang that price on. A mid-August cabinet plan to give the intelligence services broader powers to interrupt sabotage and hacking still needs parliamentary approval; Leipzig is the exhibit the interior ministry will walk into that debate. In June Dobrindt stood up a Joint Centre for Countering Hybrid Threats. The 4 August find, he said at the time, was a new scenario: drone sightings in a hybrid context were familiar; an explosives-laden drone on airport ground was not.

“High” is not a curfew and it is not a street-level instruction to the public. It is a signal to police, aviation security, the services, and Germany’s allies about how Berlin now scores the risk. It also lands in a week when eastern state politics are already noisy. Saxony-Anhalt votes on Sunday. Alternative für Deutschland, the largest opposition party in the Bundestag, wants to stop military support for Ukraine and reopen a relationship with Moscow. The government did not frame the presser as an election broadcast. It does not have to. A national threat call that names Russia, issued days before an eastern poll in which Russia policy is a live argument, is threat-level politics whether or not anyone says the word “campaign.”

Bonn, the Russian House, and an ambassador on the ministry steps

Wadephul’s list is the part that will show up in a diplomatic note. The consulate general in Bonn is to close on 18 September. The contract under which the Russian House operates in Berlin is being ended. Nechayev was summoned to the Foreign Office as the ministers spoke; cameras caught him arriving shortly afterwards. Entry checks on Russian nationals will be tightened. Berlin will push the European Union to add more people from Russia to sanctions lists drawn for hybrid attacks, and it will raise the pressure on the so-called shadow fleet — the ageing tankers used to move Russian oil around Western caps. Ukraine support, Wadephul said, continues, civilian and military. Further intelligence measures are coming. Work inside NATO to deter Russia continues.

He described the Leipzig attempt as a deliberate choice by Russia’s leadership to do more damage to a bilateral relationship that is already, in his words, massively burdened. Russia’s leadership, he said, confronts Germany with open hostility. That condition is not in the federal government’s interest; Berlin regrets it. The message he wanted on the record was that Germany will not be split, and will not be intimidated. In Algiers earlier in the trip that brought him home for this briefing, he had already told reporters the response would be firm and prepared, not theatrical.

Observers have long argued that the Russian House is more than a cultural shop-front — a platform for influence work, and a cover some security officials associate with intelligence. Zakharova, speaking to CNN, flipped the grievance: the house, she said, has “long haunted them,” which is why Berlin was looking for something to latch onto. German commentators have also noted the obvious counter-piece. If the house in Berlin goes, the Goethe-Institut in Moscow is an exposed asset. Wadephul did not advertise a culture-for-culture swap. He advertised a consulate date, a contract, and a summons.

A mirror from Moscow, a line from the allies

Zakharova’s first answer was symmetry. Moscow, she said, would reply in a “mirror-image” fashion. TASS carried a “fitting response.” She rejected the Leipzig charge as a “far-fetched and contrived pretext” and said no convincing evidence had been put on the table. She told the German Press Agency that “Berlin is sponsoring terrorism,” a reference to German military and economic support for Ukraine, not to the airport plot. The Russian defence ministry, via Interfax, said it would react to Germany’s “anti-Russian decision.” The embassy in Berlin had already, in August, called the drone find a hastily concocted provocation in the interest of Kyiv.

That is the standard exchange after a European attribution: Berlin says the file is enough; Moscow says the file has not been shown. Dobrindt’s public case is pattern, kit and intelligence, not a courtroom dump. Allies treated the naming as the fact that mattered. Rutte said NATO stood in full solidarity with Germany, that “the evidence is clear,” and that he welcomed the measures. He added that the alliance’s support for Ukraine is unwavering and that NATO will keep strengthening its ability to deter and defend against threats, including “malign actions like those seen in Leipzig.” Von der Leyen said hybrid attacks would not go without a clear response, that the Union was united against Russian aggression, and that additional sanctions were being prepared. EU foreign ministers are gathering in Ireland; that room is where Berlin’s listing request and the Commission’s sanctions language have to be turned into a text. Burnham, from London, said Russian attempts to undermine a united resolve and the will to support Ukraine were “futile and doomed to fail.”

Poland’s Donald Tusk, speaking hours before the German briefing, said his country had been hit by new sabotage, including arson, in recent days. Prosecutors in Poland opened a file after a fire at WB Electronics, described by Warsaw as Europe’s largest drone maker, and said they were looking at possible foreign-intelligence involvement without naming a state. That is not Leipzig. It is the weather system in which Leipzig was named.

Why this airport was always going to be a political target

Leipzig/Halle is not a tourist runway that happened to have a bad night. It is one of Europe’s heavy freight hubs, classed as critical infrastructure, and a logistics seam between German industry, NATO, and Ukraine. Ukrainian Antonov transports have used it as a home pad since Russia destroyed their base at Hostomel in the first days of the 2022 full-scale invasion. NATO’s Strategic Airlift International Solution, SALIS, works the field almost daily, moving kit to battle groups from Finland to Romania and supporting EU and allied missions. German military cargo uses it too. If the aim of a hybrid job is to scare a government that arms Kyiv, and to show that a “secure” European apron is not sealed, this is a rational map pin. That is a statement about motive as Berlin now reads it, not a finding a court has signed.

On the evening of 4 August an airport worker found a drone fitted with explosives in the secure cargo zone, near the south runway, among Ukrainian aircraft. Specialists made the device safe. The detonator did not do its job. The same night a second flying object hit a cargo aircraft; the jet took damage and landed in Hanover. About ten days later investigators recovered a third drone near the field. The federal prosecutor called the episode a serious attack on Germany’s transport and logistics infrastructure. Dobrindt, pulled off a summer break to stand at the site, called it a professional hybrid scenario, not amateur hour, and left the culprit unnamed.

A year earlier, in 2024, an incendiary device went up at a logistics centre at the same airport and set fire to a freight container before it could be loaded — part of a plot Western services have tied, in their own briefings, to Russian intelligence. Associated Press has counted on the order of two hundred sabotage and malign-activity incidents across Europe that Western officials have blamed on Russia since the invasion of Ukraine: warehouse fires, drones, attempted killings, stolen defence technology, cyber hits on infrastructure. Vladimir Putin, answering that tally in May, said Moscow was not running a sabotage campaign and demanded a proven fact. Tuesday was Berlin’s attempt to put one on a lectern.

The consulate clock, the Irish room, and a night that had not closed

What happens next is a set of diaries, not a single decree. Nechayev’s summons was already a fact on Tuesday evening. Bonn has a date, 18 September, which is close enough to be a real expulsion of functions and far enough to be organised. The Russian House contract will be wound up on a lawyer’s timetable. Entry checks can be tightened without a new treaty. Shadow-fleet pressure is something Germany does with partners, not alone; the EU has already listed hundreds of ships. Additional hybrid-attack names are a merch list for the Ireland meeting and for whatever sanctions package von der Leyen’s commission tables this week.

At home, the intelligence-law rewrite still has to survive the Bundestag. The Brandenburg substation find on Tuesday morning — homemade devices at Turnow-Preilack, a brief outage, no public attribution — is a separate file, and the ministers did not hang it on Leipzig. It is, at most, a reminder that the hybrid week did not contain only one scene. Merz’s government has to hold a coalition, an eastern election, and a relationship with Washington that had already reached the same conclusion about the drone in private. Moscow has promised a mirror and has every incentive to make it felt in culture, visas, or missions. Berlin says it will not be intimidated. The attribution is now the official German line. The diplomacy it unlocked was still being walked through the building as London’s Tuesday night came on.
