Binance has defended its actions by stating it cooperates The intersection of cryptocurrency, global politics, and personal privacy has reached a boiling point following revelations that Binance, the world’s largest crypto exchange, handed over sensitive client information to Russian law enforcement. These documents, emerging in 2025, show a direct link between data provided by the exchange and the criminal prosecution of Yuri Belenkiy, a Russian IT specialist residing in Bulgaria.

Belenkiy’s case has sent shockwaves through the crypto community because of the nature of his "crime." According to Russian investigators, Belenkiy used Binance to send more than US$700 to Ukrainian military groups, including the Azov Brigade, which Moscow has designated as a terrorist organization. While Belenkiy likely believed his transactions were private or protected by Binance’s 2023 pledge to exit Russia, the reality proved far more dangerous.

The legal implications of this data sharing are profound. Because Belenkiy holds a Bulgarian residency permit, he is theoretically protected by the European Union’s General Data Protection Regulation (GDPR). Legal experts, such as Mike Bystrov of Stellar Consulting, have pointed out that Binance was under no obligation to provide this data to Russia—especially since it claimed to have no ongoing business there. Under GDPR, sharing an EU resident's personal details with a country like Russia, which is not viewed as having adequate data protection, requires stringent court orders that do not appear to have been present in this case.with "lawful information requests" from global law enforcement to remain compliant with regulatory requirements. However, internal documents show that Russian investigators were able to communicate with the exchange via a specific email address, case@binanceholdings.ru, long after the company claimed to have left the country. The data provided was exhaustive, including Belenkiy’s transaction history, his date of birth, telephone number, and even copies of his Russian passport and Bulgarian residency permit.

This case highlights a grim reality for Russian citizens who have used digital assets to support causes labeled as "extremist" or "terrorist" by the Kremlin. Activists note that dozens of individuals have already been convicted in similar cases, but the direct involvement of a major global exchange like Binance adds a layer of corporate complicity that many users never anticipated. As Belenkiy awaits trial in a Russian jail, the crypto world is left to wonder if the promise of decentralized, private finance is being sacrificed at the altar of government cooperation.
